SCAT was established on orders of Commander, Air, South Pacific Force (COMAIRSOPAC), Vice Admiral Aubrey W. Fitch, issued ​on 24 November 1942.  The unit formalized the existing working relationship between MAG-25 and the 13th Troop Carrier Squadron of the U.S. Army Air Forces.

SCAT eventually grew to include the 801st Medical Air Evacuation Transport Squadron, VMJ-153, and elements of the USAAF 403rd Troop Carrier Group, including the 63rd Troop Carrier Squadron.  The organization disbanded on July 3, 1944, although MAG-25 retained the SCAT acronym as Solomons Combat Air Transport Command until February 1945.
