SCAT was established on orders of Commander, Air, South Pacific Force (COMAIRSOPAC), Vice Admiral Aubrey W. Fitch, issued on 24 November 1942. The unit formalized the existing working relationship between MAG-25 and the 13th Troop Carrier Squadron of the U.S. Army Air Forces.
SCAT eventually grew to include the 801st Medical Air Evacuation Transport Squadron, VMJ-153, and elements of the USAAF 403rd Troop Carrier Group, including the 63rd Troop Carrier Squadron. The organization disbanded on July 3, 1944, although MAG-25 retained the SCAT acronym as Solomons Combat Air Transport Command until February 1945.
